Should be able to edit image description

We don't provide a way to add an image's description yet

Maybe add a tab in the image editing UI? Filters, edit, and description?

This should be quite prominent. If possible, we should guilt users into filling it in since blind users depend on this (although I would reckon there aren't many blind users on pixelfed, but accessibility is still important, and image descriptions are also useful for others)
